From the rulebook, page 11:
“Movement into a hostile territory counts as a combat movement whether that space is occupied or not.”
Can a transport, during combat movement, leave a hostile sea zone, load units, and unload them into a friendly territory? Or can transports retreating from hostile sea zones only load and offload if they’re going to do an amphibious assault?

As you suggested in your second question, it can only load if amphibiously assaulting this turn.
