Confused here… so… You can take control of dutch territories with Uk/Anzac, that is NOT an act of war against Japan. But if you Non Combat aircraft to them, it IS an act of war against japan? Interesting. ?
Well, this is very simple.
Only land units, like infantry, artillery or tanks, can take control of a territory.
You cannot land aircrafts in any territory that was not controlled by you or an ally from the beginning of the turn. This is a basic rule from the first A&A edition back in 1979.
You cannot land aircrafts in neutral Dutch territories, even if they are friendly, because they are not controlled by you or an ally. You must move land units into this territories and take control of them, before you can land any aircrafts here. This is basic A&A tradition.
Now do you need Krieghund to explain this further to you ?

UK and ANZAC are allowed to take control of Dutch and French terrtories that are still under Dutch or French control, even if they’re not at war. This requires land units. Other than that, powers not at war are not allowed to move units into allied powers’ territories, except for UK and ANZAC, which may move units into each other’s territories. As a result, UK or ANZAC are not allowed to move air units into Dutch or French territories that are still under Dutch or French control, unless they are at war. Once the territory is under UK or ANZAC control, air units may be moved there regardless of the UK/ANZAC political status.
Won’t somebody with graphic design skills just whip up a diplomacy chart or some such to make this simpler for everyone to get? :|
