when you're moving a plane does every dotted line territory count as 1 movement? or if it is a territory that contains land and water is that 2 movements? i understand that an island in 1 sea zone territory is 1 territory, but I'm wondering about mainlands surrounded by water. ie. from washington to paris, is that 3 movements on a plane or 5?

Eastern US to Western Europe is 5 moves.

Also, to clarify your statement regarding Islands...
Unless you have the US "Island Bases" national advantage, the distance from Hawaii to land on Okinawa is 4 spaces.
