Since the invention of bombs, I would say just about everyone.

im pretty sure that fighters can defend against any planes during a SBR, bombers being escorted or not. as Mantlefan says, otherwise that would make no sense.

However, if you start with the territory, ex. Leningrad, Archangel? for the Russian, those territories can build unlimited units for Russia.

One more thing. I think we bypassed reading that part about end of turn income collecting, since everyone gets their IPC share right away on turn 1, so we seemed to have assumed that’s the way it is every turn.

Yuor rules are almost exacty the rules for building IC’s in the original AA game. There the IC’s cost 15, can only be built on a territory you have held since the beginning of the turn, and require an additional turn before building at that location.

The only other addition is that a purchased IC can only build the number of units that the territory is worth.

ya they may be 15 ipc vs a max of 6, but bomber has 100% hit ratio.

AA is about 17.5% throw in one or two fighters and no way u will lose a bomber.
