That’s why under Caspian Sub and tripleA ladder rules you can’t attack an enemy capital with ground troops in your first turn.
Like you mentioned, it turns a wonderful game into a coin flip and spoils the fun.
So when you play a five man game, where does each country typically sit relativew to the board?
It think it would be up to individual players but here’s what we generally do.
Germany on the south side of the board. UK on the Northwest side, Russia on Northeast, US on West, Japan on the East. This has the advantage of having the German and Japan player sitting next to each other and all three allies sitting together with UK in the middle. The one player who has to do some jumping around is the US guy but that really can’t be helped because the US plays on both sides of the board.

German player has to reach a bit, but is ok
UK player has to reach for India, but others are good.
US Player has good access to entire board
Russian player has good access to …. well… Russia
Japan has good access to the Pacific and East Asia.
