The only time I have built an air base for Holland is when doing sea lion from sz110. It was a long time ago, but I believe I did it because the US had a couple loaded carriers (sz102) and bombers in range to hit my tpt fleet after the assault on London. I think we were testing out sea lion theories at the time, so the allied player knew that sea lion was a good possibility.

Japan and Russia have to already be at war. Otherwise, Russia is still neutral on the Pacific side so the US can not land planes on Russian territories.
To answer your question, YES. Any attack made by Japan on a Soviet territory that borders Mongolia will cause Mongolia to join the Soviet Union, even an attack made by just aircraft.

Also, from a penalty standpoint, there’s no reason for Russia not to declare war on Japan on R1. Declaring war doesn’t require them to make an actual attack, but it does open their territories up for friendly occupation, making it that much more obnoxious as a US bomber base.
