You see people my figures for China are correct if you employ the historical data and allow China the poorest rating on quality ( of which they would be).

The solution for me was to establish new unit values and combat restrictions only for China because Japan could never cope with all that infantry. But China had raised about 500 divisions during the entire war but obviously they are very poor quality… my solution was to just use the established setup since Japan in a real historical 1942 was not very different than what they had in China in 1940.
I too have a 1942 setup and i will repost to see how close we came in our efforts to find a historical setup for 1942.

Is this balanced?
Mine is extremely balanced. The early players have a few good battles, but the amount of potential damage is not great. In Russia is will be really fun on turn one for both players.
So far, as for Russia
A: Putting that much stuff in SZ 100 is dangerous. If they plop a transport or two in with it, (or transport carrier for max defense) then the Soviets can play a real annoying game of scratching at Greece, Bulgaria, and Romania all day, making Germany have to defend a lot more real-estate.
B: Dont put a port in Amur. Although, I am always tempted to, it leads to one really big problem.
If the US decides to build a port at Alaska, then it can shuck troops and transports back and forth to the Manchurian border, creating a HUGE headache for Japan.
Best to leave the port off.
Take the US destroyers out of 26. Japan should be able to use Subs and get “sneak attack” rules when attacking pearl harbor, to simulate the surprise attack.
Vladivostok was the best reason to capture Amur and start a war with Russia.
Japan would own it if they attacked.
SZ100 is inside the Turkish straits ( black sea) so they cant leave unless Russia starts a war and takes over Turkey, which is a strict neutral and bad move for allies.

Germany can sink that small fleet without too much trouble. They only need to kill the two surface ships, the sub cant hit planes and transports built would just get killed. I suppose Russia could build a factory but so can Germany, so it is a standoff.

I think sending a couple of bombers and 2 fighters can easily do the job. Besides, Russia cant afford 2 transports and if they built them, Germany has a turn to sink them straight away.
Sorry, I was getting my setups confused. I thought Russia controlled Ukraine and an IC was there.
I made a post on larry’s forums a long time ago about how impossible it would ever be to reach a consensus on a 1941 setup that could get Larry’s rubber stamp for tournament play. (to shorten the game a little)
I know you guys are painting the “historical” setup route. Obviously you need to drastically change the mechanics of the game to accomplish anything playable (d12s with Chinese infantry defending at a horrible value, etc)
