Can axis forces move into or through Vichy territories (I know they cannot attack them).

I presume you are playing under Global War '39 rules?

Yes, Axis forces can move into and through Vichy territories. In fact, as part of the Vichy rule, you may end up with some German forces in Vichy territories. Vichy France is kinda like an Axis Minor. But, it's money goes to Germany and it's units cannot move or attack. However, you may use other Axis units to reinforce these territories.
