Ok so 8pip low luck rule, 18ipc reroll token change, I thought about it and a much simpler way to do the fallen allied rule is to not include nationality. It doesn’t really impact axis/russia that much, so I think the rule should go.
Whenever a country moves into a territory of an allied country that has lost its capitol that country puts a control marker on that territory. At the beginning of that country’s next turn if they still control it, it is considered their territory. Any minor IC cannot be mobolized at until the next turn (2turns after initial moving in…) As always, if the allied country’s capitol is ever liberated it regains control of that territory immediatedly.
Example: Russia has fallen. The USA attacks and wins in Volgograd. They place a control marker their, but do not collect the 2IPCs for it at the end of the turn. Come the next USA turn they still control Volgograd. They collect the 2 IPCs at the end of the turn and convert the minor IC there to an american one. They can build there next turn.Verify that this is cool with you.
