US Naval movement!

Hey guys new to this forum, been reading alot tho. so much good stuff in here!

My question is, is it legal to move US naval units from Havaii to Queensland in G1, if so, can u use the navalbase to get +1 movement speed next round if Japan has NOT declare war yet ?

You can move your ships there but you can't land ground units or air units there, and you can't use the naval base to get the extra movement until the US is at war.
