    Aircraft movement is only counted when an aircraft crosses a map border:

    Territory to Territory
    Seazone to Seazone
    Seazone to Territory
    Seazone to Island

    It’s one move to the adjacent seazone from a carrier seazone, but there is no movement point for “taking off”.  You may consider your planes as already/always in the air on your turn or an enemies turn (but not in the air on an allies turn - that’s when they’re cargo).
