Yea, I'll letcha know right now, unless I explicitly state otherwise, if you have OVERWHELMING force, I won't scramble.  (ie, Aircraft Carrier, Cruiser, Battleship, Destroyer, a couple Submarines and a half dozen planes vs a destroyer and battleship.)

Yeah, but the downside is: it helps the oponent to look for tactical traps when you suddenly say : "  wait for scrambling orders...".

Maybe it's better to stick to the rule and only go for it when it's extremely obvious that the scramble is a bad decision...

Works for me, Axis.  27 Fighters attacking a solitary transport where only 1 fighter can scarmble, don't bother asking.
