Ok, i've reread the Alpha 3 rules concerning damages Ics, and i don't see anywhere that i have to fully repair it if i want to place some units there. I have only 3 damages, and my understanding is that i can place 7 units without being forced to repair anything.

Please, tell me what i have missed in the rules.

You're right about that not being a rule.  I distinctly remember that being part of A3 when it came out, but it's been amended many times since then and either it got removed or I'm just crazy
