Germany has an 85% probability of victory even with the 3 FTR. My odds calc doesn’t even factor in (not really sure) the subs surprise attack vs. no DD.
It seems pretty irrational to scramble.
Is it bad form in such instances to presume that your opponent will not scramble? If he ends up wanting to scramble, so much the better for Germany…
