Well this is a point of contention...

Beacuse the Russians get their Pacific Income - even to start with.  Why don't the french?

Come on now!  I could do SO much more with 2 IPC's on G2 using my new strategy.

That's Junk that they don't get it.  Even the British get MORE IPC's. (West India)

For the purpose of gameplay it should be considered... the axis could use the extra 2 ipc's after the fall of france....

Besides, the Soviets aren't even in the Pacific version, and West India is balanced by British Columbia, so it's even there and the European UK doesn't get more...
