In the new strategic bombing rules it says that the 2nd step is for bombers to fire @1. Does that include tac bombers?

Also, is it defender's choice whether to take interceptor hits on strategic bombers or tac bombers?

Yes.

No, it is the attacker's choice, as they are his bombers.
