There is an issue I noticed. Italy is supposed to begin the game with 3 transports. In this she had only two (remember, I bought that 3rd transport). It's been a round or two, we can say tough, or add 7 IPCs to her collect-income phase for I2. Obviously this is of no benefit to you, so I thought I'd bring it up instead of just doing it.

In your Italy 2 map, I don't see that missing transport, so I guess you didn't add it yet.
I confirm that your starting map was missing a transport in z95. To correct that, I think you should add a transport (either z95 or z97, since any could have been use to attack Gibraltar) and I say you can use it this turn for NCM purpose.
