Paratroopers

Just like AA Gun rockets cant be fired over neutral territories im guessing paratroopers cant be sent over neutral territories ......is this correct? What if it is a pro allies/axis territory.

The rules for paratroopers regarding neutral territories are the same as those for air units. Paratroopers may not ever pass over friendly neutrals, and they may not pass over unfriendly or strict neutrals unless they are attacking them.
