• Let me start by saying that I do not yet own any 1940 edition games yet
    Let me continue by saying that I am fairly nerdy, and quite frankly do not see that fact as an obstruction to my ability to play AXIS & ALLIES: THEORY 1940 edition. I have full setups saved on my computer so I can contemplate house rules
    These are some rules regarding colonialism that I have come up with

    COLONIALISM RULES (Similar to National Advantages)
    Italian Colonialism
    Italians had colonies in Albania, Libya, and the horn of Africa in WWII. There was some cooperation between the Italians and the governed during the war.
    While Italy controls Rome, in your place units phase, you may place one infantry for free in any originally Italian territory outside of Northern Italy, Southern Italy, Sardinia, or Sicily

    Dutch Colonialism NOTE:This adds the Dutch as a very minor power and requires some Red units
    After the Dutch lost their homeland, Dutch soldiers and sailors fought in WWII around the globe
    Dutch Units get one free infantry unit in their place units phase for every three dutch-controlled territories. These units may be placed in any Dutch-Controlled Territory They are not allowed to build any other units, but are treated as an autonomous power controlled by the US player. IF Belgium Holland is captured by allied forces, you may count it as two in your count of countries; you may build there, even if it is controlled by another power. If Holland Belgium is captured by and allied power, you may immediately place 2 infantry there without cost. If the dutch capture Belgium Holland, you may place three infantry there without cost
    Dutch Starting setup
    Java-1 infantry
    Suriname-1 infantry
    Seazone 88-1 transport
    Seazone 42-1 transport

    French Colonialism To represent French efforts in the pacific, 1 infantry now defends French Indochina
    Also, 1 transport has been placed in Sz 82
    After the fall of Paris, free french forces fought across the world against the axis
    After Paris falls, the Colonies may build infantry as per the A&A50 rules for China, excluding 0 IPC territories from any count. Placement of infantry is restricted to French Controlled Territories
    If Southern France or Normandy Bordeaux are liberated, then you may collect income for all Territories on the Europe map, excluding Madagascar, Tunisia, Algeria and Morocco. If liberated, Normandy Bordeaux becomes the exiled capital of France, if not, Southern France becomes the capital of France. If Paris is retaken or never falls, the above rules mean nothing

    British Commonwealth Forces This is the most complicated so far
    The British Commonwealth worked closely with the UK during WWII
    As an NO:
    5 IPCs each turn that 7 IPCs or more are spent at the Canadian IC (Units are teal, see historicalboardgaming.com for details) AND 4 IPCs are spent at the South African IC (Land and Fighter Units are grey-blue, representing UK South African forces)
    For every two IPCs from territories not originally controlled by UK that is taken and controlled by majority Blue-Grey units, collect one extra IPC per turn and place a South African Roundel on the territory
    Likewise for every three IPCs taken and controlled by majority teal units collect an extra 2 IPCS per turn and place a Canadian roundel on the territory.
    Otherwise, for anything regarding these forces and/or territories, South African, and Canadian Units are regarded as property of UK-London

    German Imperialism and Minor Axis Powers
    Forces from Finland, Bulgaria, Romania, Croatia, Slovakia, and Hungary all helped the Germans on the Eastern Front of WWII
    During your place units Phase, If German-Controlled, the German Player may place one infantry for free in Yugoslavia, Bulgaria, Romania, Slovakia Hungary, or Finland

    American Colonialism and Minor Allied Powers While US is at war
    Many Caribbean and Latin American countries went to war in 1942, with the USA
    During you place units phase you may, if they are American-Controlled, place one free American infantry in The Philippines, Mexico, Southeast Mexico, Central America, West Indies, or Brazil

    Chinese Nationalism
    Chinese Forces in world war II had tank Battalions at the beginning and end of the war
    If China Controls all of its original territories, then it may produce tanks

    Russian Satellites
    Even through the cold war the USSR kept a tight grip on Satellite States, even forcing conscription from them
    During your place units phase, you may, if USSR-controlled, place a free Russian Infantry in East Poland, The Caucasus, Baltic States, Ukraine, Western Ukraine, Belarus, Kazakhstan, or Turkmenistan

    ANZAC’s Guinean and New Zealand forces
    You may place 1 purchased infantry each on New Zealand and Australia

    Japanese Kamikaze
    You know what this is

    Note that these are Ideas, I am concerned that they push they game to a far allied situation, in which case  I plan to
        A)Charge Allies money for ANZAC, USA, and Russian conscripts
        B) Add to the Pro Axis Neutrals
        C) Last resort, but add to standing armies

        E) A Japanese plane and three ART from Singapore 1942 FMG as Chinese
        F) South African and Canadian Armies HBG
        G) Possibly some roundels HBG

    Just a small point on terminology.  I cringe at seeing Canada in 1940 described as a “colony” of Great Britain.  Canada, South Africa, Australia and New Zealand were self-governing Dominions since the Statute of Westminster was adopted in the 1930s, and Canada already had nationhood since the date of Confederation (1867).

    I was just thinking of the other volunteers from other countries (Low Countries, Nordic countries, Baltic countries, even France, etc.) that joined the SS under the motivation of fighting communism. Perhaps you could change the name from Colonialism to National Socialist Ideology or something and add more territories.
