Russian Sub "On Station" while not at war?

This senario came up the other night. On R1, is the russian sub moving into SZ 125 to disrupt Germanys convoy route an illeagal move since it is not at war yet? If so, I assume that's true anywhere on the board for any team? If not at war, one cannot move into and stay in a SZ w/ a convoy symbol as that would be an act of agression?

You can move there, but you don't start disrupting convoys until at war.
