In response to the author, a neutral that is allied with yourself is considered friendly territory. Therefore there is no combat, so any movement into there would be a non-combat movement. From this I get the impression you can "blitz" it with a tank and keep going.
"Friendly neutral" is not the same as "friendly". It's still neutral, just in a "warm and fuzzy" way. While movement into a friendly neutral territory is a noncombat movement, the units must still stop after entering it. Or, to put it another way, "kcdzim is correct".
