If Japan lands units in Dutch East Indies it is considered an act of war against Anzac and Britain...

The rules say that if Japan makes an unprovoked declaration of war on UK or Anzac then the US may enter the war.

Does an attack on the Dutch then mean that the US can enter the war?

Yes. To invade the DEI, Japan must first declare war on UK/ANZAC. Thus, it allows the US to declare war unless UK/ANZAC has already declared war on japan earlier.
