If US takes a Dutch territory from Japan it goes to the US. You can't really liberate a Dutch territory since there's no Dutch player.

Yes. Java is a friendly territory, like Morocco, to the US(and any other ally besides UK/ANZAC). In the case of UK/ANZAC, they are the only ones who can "activate" a Dutch territory and capture it when it is not axis-controlled
