Yes it would, printing out the set ups can get messy and lost easily, it would be nice to have a proper book…also a shame about missing out on all the awesome pieces.
You are, for two reasons. First, subs fire or submerge before anything else fires, unless there is an enemy destroyer in the battle. Second, air units can’t hit subs unless there’s a destroyer friendly to the air units in the battle. So, in the case of only air units attacking only subs, the subs can submerge before the air units fire, but even if they don’t the air units can’t hit them.
I don’t think it was a case of me missing a specific city. Rather, I thought “there’s 10 victory cities, we need 8, so that means we must capture all but Ottawa and Washington!”

I assume the German player will destroy the French DD and CA in SZ91 on their first turn. The UK could make an ill advised attack on the Italian fleet, and might not destroy anything(flip the BB?) and in return lose a FTR and a TAC.
And if you let Italy eat up Africa…Then Germany looks pretty bleak
Africa will be hard, but if you can get through Egypt and Med you will be able to slowly move on the British, but they have an IC in South Africa. Russia will be bigger so Germany could get a lot more countless territories and France will be a few, so they can build up, but if the US ever gets there they are rich
