Loading or unloading doesn’t require movement, so the transport is safe. However, if it both loads and unloads, it must move, even if it doesn’t leave the sea zone.

I also would like to ask, if a sub wants to attack a cruiser for example, and its in the same sea zone, declares a surprise attack and misses does the cruiser fight back or does this mean that the attack stops there and the sub submerges?
The cruiser fires back. Subs submerge instead of firing, not in addition to firing. If a sub fires, it must endure return fire from the survivors before it can submerge in the next combat round.
