one thing that annoys me about Anzac Infantry is they won’t fit on the chip. Is there a modification I could do to fix this without having to completely cast a new base for them?
This rule was actually changed from the way it was in Revised in order to prevent air units from getting an extra movement. In Revised, when a carrier was mobilized fighters were allowed to be moved from the territory containing the IC onto the carrier. Under that rule, a fighter could move from New South Wales and attack Japanese-held Western Australia, then fly back to New South Wales in noncombat movement, then be moved onto a new carrier in sea zone 62 in the Mobilize New Units phase, resulting in five spaces of movement.

I see where you’re coming from, in fact, I had the same idea, try to make it simple. However, I honestly didn’t really think of seasonal board changes, I was only going for chronological comparisons.
On a side note, I wish tactical bombers were able to bomb air/naval bases (not factories). According to my grandpa’s carrier’s war journal, they did a lot of airfield attacks, so it would only make sense to have that ability, and it would better justify the 11 IPC cost, since some people think that is too much.
It will take a while (if ever) before there’s a playable version of Pacific because of all the rule changes. But let us hope a little longer…
Buying a major IC by J3 is risky (like everything else) because you need to spend at least 30 IPCs for turn to fully use it otherwise J is wasting production capacity. And Japan needs destroyers, destroyers and destroyers to take hits and deal with subs.
