Or the Germans? Or the Americans? Sorry, but I disagree; if your cover depicts the flags of nations at war in Europe in WW2, Britain should be there. And it really doesn't matter if *we* know what the Union Jack looks like, or who did what in the war - not everyone who walks into a gaming store knows world history.

There is literally no reason for the box to omit a major power. None at all.
