Early on, I do what I can to or hold or at least deadzone Karelia so I can maintain my NO with Karelia. After that, so much depends on what the Allies are doing. If the Allies manage to hold Karelia and I don't think I can take it back, then I'll push south for Caucuses. Usually it means holding Ukraine, then Eastern Ukraine to get Caucuses without a fight. Even if you can't get Caucuses, it keeps the Soviets on the defensive.

Add some ships to the Baltic Fleet. Take and hold Karelia. Really that is all you need to know about the 1942 scenario.

So if Russia were to sink said fleet with his planes R1, it would stop this strategy?

not necessarily.

The Germans in 1942 have enough boots on the ground to be able to spend some money on a navy, even if they lost their starting cruiser and destroyer
