Chinese Artillery

What are the rules for placing Chinese Artillery units? The rules say that Chinese units can be placed on any Chinese controlled territory. But since they are being purchased from the US and only if the Burma Road is open, wouldn't it more realistic to start them in Yunnan or Szechwan territory?

Like Chinese infantry, Chinese artillery may be placed in any Chinese territory that China controls. Restricting their placement further would be too limiting.
