Japanese Bonus

Question about the Western Power Center bonus for Japan.
Does Japan get 5 IPCs for EACH ie 5 for Calcutta, 5 for Sydney, 5 for Honolulu for a total of 15 IPCs?

The chimp said YES.  But they have also been worng about almost every question I have asked.
