can land units place (in non-combat movement, units not involved in any combat) in a territory newly occupied?

sorry, it's only my fault.
When writing and posting the message yesterday, i was about to fall asleep... and my English is not as good as I wish.
 
 What i was trying to ask is: When you conquer a land territory, can other land units (not involved in any combat in this turn) be placed on there (in non combat movement action, in the same turn) ?

Yes (but not air units), although in practive you should rarely do this.  If you wanted the units there at the end they should have been part of the battle.  I can see some situations where you might hold back when attack several spots so as to reinforce the 1 spot where you might have taken a beating or went better then you thought perhaps.
