Some clarifications needed on Capturing Capital.

If UK captured Berlin, Germany has to surrender all its IPC (just collected the last turn) right? This is in addition to the lost of 10 IPC value right.

So even if Germany/Italy captured back Berlin, BUT if UK captured it again the next turn causing Germany to lose all IPC again, that means there is no way for Germany to recover from this event right?

That is correct and it would be foolish for Italy to liberate Germany if they and the Germans could not hold it for the very reason that the UK would collect all of Germany's money twice.
