Is there a limit to how many non-combat moves you can make??

Not really... It depends on the move made by each unit.

A ground/naval unit which have moved in the CM cannot move in the NCM. An aircraft can move for the reminder of his movement points (4 for Ftr and 6 for Bmb).

But no, there is no limit, every unit who hasn't moved in the CM can move in the NCM.

The short version is that any unit that did not combat move can non-combat move to the limit of its movement rate in a single turn.
