Yes, yes. Make it a guideline for how to attack and not an actual purchasing requirement. Infantry go in with Armor, Fighters go in with bombers. (watch that AA fire though) This is a excellent way to overwhelm your opponent and secure easy victories in land battles. With naval units, it’s a lot trickier. A sub travelling beside a Transport isn’t any real help, but an AC can be. And a BS escort is always good, but costly. Never spend more than you can recoup in 1 Turn.

How to Kill the USA as Japan?
I’m a veteran player of Japan, and categorically speaking, you shouldn’t fight the USA in the Pacific, other than destroying forces at Pearl on T1. But I constantly try to think of ways to defeat the USA. I was curious to see if anyone out there has any good ideas on this subject.
I’ve managed to take LA and Panama before, but I can never hold them for long. Perhaps I simply am buying the wrong units. When I go to take LA, here’s what I use: 1-2 Battleships, 1 AC with 2 Fighters, 1 Bomber, 2 Transports with 2 Infantry each. Of course this entails taking Peral or Midway first, and preferrably Alaska too.
The problem I find is that America sees you coming a mile away and can build up a nice little force in DC to step right over and squash you the moment you take LA. You’re left with this awesome navy sitting there and incapable of doing squat. 4 Infantry just can’t hold IMHO.
Anybody have some ideas that might be useful?

RE: Axis cannot lose
I usually play the Japanese when we play, and I play usually opposite a very good German player. While we have achieved an Economic Victory with 84 IPCs quite frequently, the odds are in the favor of the Allies.
The USA should always ferry troops to Africa and keep it in the hands of the UK for as long as it takes to wear out poor Germany. While Japan is taking over most of Asia and marching on Moscow’s backdoor, German must try to get into Africa and take it -while battling The USA’s frequent attempts at the Normandy invasion and the steady assault of Russian infantry on their Eastern front. The Germans should never - I repeat NEVER - spend all their money in any one turn of play and spend it all on Tanks! Infantry are cheaper and more useful. If Germans destroy the British Navy (likely) and continue to sink everything UK puts into the water via their aircraft (always maintain the Luftwaffe), then UK isn’t much of a threat. However, be very afraid of the damage they can inflict on you via Strategic Bombing Runs. 2-3 Bombers flying out of London every Turn can kill you as Germany. Once Africa is stabilized or at least a constant battle back & forth, have the Pacific fleet of the USA start to take islands from the Japanese. Suddenly, Japan will turn away form Moscow and turn to face the USA. It can happen quickly and if Japan isn’t careful and German falls too quickly, they are doomed in a matter of rounds.
Take it from me, the odds are heavily in the favor of an Allied victory. I have yet to take the USA as Japan, but ever will I attempt to devise a way!

RE: 3 submarines = 1 battleship ?%%????
I’ve been listening to the rant and it seems many of us agree that Battleships are pricey but they have their uses, and that a fully loaded AC is a dangerous thing indeed.
But the best thing of all is …BOTH! Check this out: say you’re playing the Japanese and you want to worry the USA. The battlefield of the Pacific is a great territory to test out your naval skills. A loan transport trying to island-hop is suicide. However, that 1 Transport with a Battleship can be dangerous, but ONLY if he works fast. So, what to do? Japan doesn’t initial have the money to build a powerful navy, but it doesn’t really have to. It starts with the best in the game! You start with 2 Transports, 2 Battleships, 1 AC, 1 Sub, and quite a lot of Fighters. Sending everything against the USA will (usually result in a ‘wash’). Not a bad strategy, since you really don’t need your navy unless the USA is attempting to Island-Hop towards Tokyo.
But…I digress. Back to building a terrifying navy.
I recommend 2-3 Transports with 2 Inf on each. 2 Battleships escort them about. An AC with 2 Fighters cruises either with them or Very nearby, but always close enough to a land territory that planes can land on if necessary. 2-3 Subs floating along with the AC is a nice trick as well. If you have all of these out there in the water, say split into 2 groups within 1 space of each other, the enemy isn’t sure which to attack. Both are dangerous. The AC & subs are the navy killers. The other is your amphibious assault crew. Moving together so closely means that if the enemy attacks 1 the other with destroy whatever force remains after they loose :D Most of all, an attack from both of these 2 groups is truly terrifying. Amphibious invasion with Battleships and fighters in support. It’s a nice way to take LA. It also ensures that NOBODY can quickly get rid of your navy.

RE: Axis Victory, Possible?
Dude, the Axis can win quite frequently! Somebody said somehting about the ‘optional rule’ of the 84 IPC victory. If you read the rules, you’ll see that this is NOT an Optional Rule. That’s standard game play. And the Axis can achieve that almost everytime. You want a strategy? Try this:
As Germany, you destroy every boat in the water that you can reach on the 1st round. Buy a fighter as often as you can. And you must ABOVE ALL ELSE take and hold the African continent. It’s worth 9 IPCs a round, but better than that: that’s 9 IPCs UK doesn’t have. Gradually build forces, infantry in front, Armor in the rear, as you advance on Karelia. Your Luftwaffe (air force) should be supplemented by a bomber every so often. And you use those Bombers every round on the UK. No money for them means less pressure on you as Germany. As you steadily advace on Karelia, the Russians will throw what they can at you. It’s a slug fest, back and forth over most of Eastern Europe. Always is. But ALWAYS defend Normandy against a US invasion. Having fighters within reach of ships too close is a good deterrent.
As Japan, your goal is to take Asia! Do NOT fight the USA in the Pacific. If the USA fights you in the Pacific, they aren’t helping UK which helps the Axis win even faster. You will see any invasion coming a long ways off. The only thing to fear form the Americans is the ‘Island Hopping’ that they could do. Always nice for Japan to win the crucial 1st fight in Pearl Harbor. It wins you nothing (don’t worry with the land, just kill the Pacific fleet), but ends the threat of Island Hopping to Tokyo for the time being. You must eradicate all the forces in India, China, and the Soviet Far East. Do so quickly, because 2nd round you want to buy an IC and plant it in India, INdo-China, or Manchuria. If you feel you should wait, then do, but only 1 round. Buy tanks to be produced from your newly purchased IC and gradually take over ever territory between Tokyo and Moscow! Japan can so quickly advance up the IPC that it’s almost impossible to stop. Remeber, those tanks can blitz, and a lot of those Russian territories are worth 2!
By doing this, Japan closes in on Russian so fast that they have to defend their capital. Meanwhile, Germany squeezes them from Karelia. Shortly, Russian has no money and it’s only a matter of time before they fall. Once Moscow has fallen, Germany and Japan must now concentrate and QUICKLY to eliminate the UK. Strategic Bombing the blue-blazes out of the Brits! No money and gradually invade. If Japan is lucky, they take Karelia giving them a fine port to build boats from. Keep them out of the money and you’ll win in short order.
Remember: only 2 Alllied capitals must fall for an Axis victory!
Hope this helps!
